Intellectual property (IP) pertains to any original creation of the human intellect such as artistic, literary, technical, or scientific creation. It can be ideas, inventions, and creative expressions based on which there is a public willingness to bestow the status of property. Intellectual Property Rights (IPR) refers to the legal rights given to the inventor or creator to protect his invention or creation for a certain period of time. These legal rights confer an exclusive right to the inventor/creator or his assignee to fully utilize his invention/creation for a given period of time. Holders can reap commercial benefits from their creative efforts or reputation.
There are several types of intellectual property protection like patent, copyright, trademark, etc. Patent is a recognition for an invention, which satisfies the criteria of global novelty, non-obviousness, and industrial application. IPR is prerequisite for better identification, planning, commercialization, rendering, and thereby protection of invention or creativity. Exploring new ideas for creation of new knowledge and finally using the research outcome for the betterment of society and humankind is a fundamental scientific endeavor. However, this must be supplemented with some incentive.
The importance of IPR for universities has been highlighted through its weightage in NIRF ranking, NAAC and other accreditation process. WIPO's (World Intellectual Property Organisation) Technology and Innovation Support Centres (TISC) program is a step in this direction. The higher education department of Bihar has also taken note of this and directed the institutes of higher learning to work in the direction of establishing such cells through its letter (Letter No. 15/M1-81/2019(part-1)-2548) dated 23rd August 2022 (copy enclosed).
The purpose of the IPR cell is to facilitate, encourage, promote and safeguard scientific inquiry, research pursuits and the academic freedom of its faculty, researchers and students. IPR cell conducts activities to provide a clear understanding of the rights and responsibilities of the faculty, staff, and students to protect their IPs generated through research work. IPR cell will work towards creating culture of innovation which fosters the creation of IP at the University.
